Sorry, still trying to figure out if you want the word "Step" before each number in the list, or if "Step" is just a header at the top of a list.

Sorry--yes, I want the word "Step" above each number. Ideally, the step number would line up with the baseline of the step text that follows.

Two options come to mind.
One, you create the auto-number paragraph with Step {n+} in the format, then when you insert it in a topic, you manually put the cursor at the end of the word Step and do a soft line break (Shift + Enter) to put the number on the next line. (I do something similar with chapter numbers and titles, but I don't have as many of them.)
The second option is to create a snippet with Step, line break, auto-number paragraph, enter (or two), Step, line break, auto-number paragraph, and so on, with some placeholder text after each number until you have, say, 10 steps set up. You then insert that snippet into a topic and then break its link to the snippet so that you can edit what was inserted. You then replace the placeholder text after the numbers with the appropriate text. If you don't need all ten list items then you delete what you don't need. If you need more, you copy-and-paste a few blocks.
I'd be more likely to go with option number 2, I think. The only problem with that process is that if you create a xref to the step, you'll just get the number (e.g., see 1) so you'd have to manually add the word step (e.g., see step 1). The first option I think would include Step with the number in xrefs, but you'd have to test it. I know a print TOC using a similar methods works (it ignores the soft enter and displays the chapter text next to the chapter number), and I think xrefs would work. On the other hand, even that's not much of a deterrent, because you could just add "step" to the xref format anyway.
