I added an HTML5 target to an existing project, and I cannot figure out why it has chosen the particular display width that it's using, or where to change it.
Code looks like it's checking device width, but it's stuck at around 800px max on PC, no matter how I resize the window.
Any ideas? No specifications for body or html width in my stylesheet that I can see.

Width settings can be set in the skin.
Are you using a Top Nav skin? You need to look under Styles > Global section and check the main page size. You probably need to look at the width of the header as well.
If you are using a tri-pane skin, check the Size tab - there is a checkbox to use the browser default, or the widths might be set in there.
