Drop-down window will not stay open

I'm creating content for webhelp files. I've put in drop-down text but when I click on the arrow, the drop-down text opens and then closes immediately. I cannot figure out how to get it to open when you click and have it stay open until you click again to close it. I've search many different boards but it doesn't seem like anyone has addressed this issue. I've tried using different machines and different browsers to no avail.
