Hi,
I am brand new to flare, so please excuse me if this question is a silly one.
I have a Master Page for my web page's home page. The home page has a three column section for cards, and those cards have titles and font awesome icons in them. My goal is to have those cards link to different areas of my web page. For example, I want the Contact Us card (title and icon) to link to my Contact Us TOC.
Is this possible?

In brief, yes, that is possible, if I've understood your question correctly.
Right-click the card (or the bit of the card you want to be the link - either the image or the text, or the div it's in) and on the Insert tab of the ribbon in the Links group click Hyperlink. In the dialog box that appears, select the topic you want to link to. If you want to link to somewhere else on the same page, insert a bookmark at that location and link to the bookmark.

Flare does not auto-create index pages listing all the files in a folder like some web servers do. And if you are making HTML5 output, the topic files are not (normally) accessed directly, but through the skin file, so you can't even depend on the server hosting the help to do that.
What you should do is create your own index page for the section you are interested in, link it to the folder/book in the TOC containing the relevant content, and direct your link to that topic. If you want the contents of this topic to be generated automatically, consider using a mini-toc proxy in this topic.
