Navigation panel items in Tablet medium

Navigation panel items in Tablet medium

I'm currently editing an HTML5 Side Navigation skin, and I notice that while the padding of Side Navigation Menu Items is editable in the Web medium, it isn't in the Tablet medium. Rather, the latter seem to be defaulting to some obscure MapCap "foundation.6.2.3" CSS stylesheet. Can anyone suggest why this might be so?
