I know Flare does not support next and back topic buttons in Top Navigation but is there any way to get these to work in top navigation output?
I am not strong at writing scripts for things.

Oh, it supports them. It just supports them through the topic toolbar.
Here's what you do: you edit the masterpage that contains your <bodyproxy> element, and above (or below, or both, (we won't judge)) the <bodyproxy> insert a Topic Toolbar proxy.
You can style this toolbar proxy by creating a special skin for it in the skin editor. You can pick what buttons will be on the toolbar either in the skin, or in the topic toolbar proxy editor.
In fact, I'm using two different topic toolbar proxies on my master page. One for the top right, and one for the bottom of the page:
