Team Foundation Server grinds to halt tip

I have experienced an ongoing issue with Team Foundation Server that seems to be a bug in TFS. It requires the server admin to restart or reset the server because "OWSTImer.exe had the RAM pegged again" according to my admin.
When this happens, Flare just grinds to a halt. It also happens when using Visual Studio. If you are lucky, you can disconnect from source control in the ribbon. However on one occaion, I had to hack the project .flprj file with Notepad to just open the local project and then restore it at a later date.
Just wanted to pass this along.
