Although we user TFS, outside contributors to our WebHelp do not all have access to place a file on the TFS server.
My question: Is there a method of using Sharepoint as the Source Control system for flare or analyzer?

SharePoint uses TFS at the back as far as I know. SharePoint just adds a non-standard "XHTML" frontend to it plus some server side scripts. That said, SharePoint can also work with other source control systems. Regardless of that, I don't see anything that prevents you from using SP to exchange documents.
If you ask if Flare can directly access the SP content, it may be possible, but I'd rather see that the contributors get a hold of a simple TFS client or use the web UI of TFS directly. What you have is a rights and accessibility issue and although it is hip to throw SP at everything these days I am sure that you can do without that extra layer of complexity.
