dotNet help viewer topmost window

I have tried setting the topmost checkbox in the Flare editor, but unfortunately it appears to only be applicable for the HTML Help. Is there any way to make the dotNet embedded help viewer the topmost window?

I am a bit confused what you consider "embedded"? When it is embedded into your application form the application form dictates if it is on top or not.
