Conditional Text options not possible with Flare on VM?

Environment:
OS X 10.10.4
Flare 11 on Parallels Desktop 10 with Windows 8.1

The conditional text check boxes are missing, and clicking inside the empty fields to apply a condition does nothing. The following screen shots are my Basic and Advanced view.

I am probably missing something obvious, but last time I used Flare (v9 ~2 years ago on a PC), I definitely remember being able to decide which conditions I wanted to apply from any set—using check boxes.
