Conditional image map bug?

I have one topic with two images each with its own unique image map. Each image is tagged for one conditions (product 1 or product 2). One of the maps has a link to a topic not included with both topics. However, when I build the targets, the link to the excluded topic is recognized even though its image is excluded and Flare throws a warning about a topic not in the TOC. Even worse, the excluded link chains to about twenty other topics not in the TOC but now there is a link. In .chm files, you can see this if you look in the Temporary output folder. For now, I've taken the image maps out. I had no requirement to include them and there are text links in the topic.

I think this is a bug but I wanted to give it a public airing first. Has anyone else seen this?

It's not a bug but it is a little confusing. I needed to apply a condition in the image map properties as well as to the image.
