Single source: Viewing topic popups in PDF output

I have a HTML project where I use image maps with multiple topic popups (200+/-)to explain report metrics/calculations. The business partner has requested a PDF of the online help for review purposes. While the hyperlink is functional, when I click on it, I receive an Acrobat Reader error, "Could not open the file 'xxx.htm'." Is there a way to convert these hyperlinks to something that can be read in the PDF, that won't require me to edit each link? This is my first foray into generating PDF output, so it may be as simple as a target setting I failed to make. Thanks.

PDF output only includes topics which are referenced in a Flare TOC which is specified in the target. If you include those topics in the TOC, then they will be included in some portion of the PDF document and the links to them will work. Since you probably don't want those in the help TOC, include them somewhere and make the TOC entries print-only with conditional tags.
