TOC Page Header

My issue is with the TOC page header (not the TOC home page row within the mobile skin)

I created a background banner that I was able to add through the mobile skin under Header > Background > Backround Image

But then when the screen navigates to the TOC page it autopopulates the header of "Table of Contents" right on top of my background header.
Can this Table of Contents label be deleted? And if so from where?

Look in the Skin - Styles Tab > Navigation Element > TOC - Home Page Row
and change the label in the general properties.

That removed the TOC from the TOC page but it also removed the label from the Main home page:
