Special character in TOC

I want to express "&" in TOC, however it is not expressed correctly as the result of .chm file.
For example, I write a title "GD&T" in TOCs in Project Organizer in Flare, but after creating HTML help, it is shown "GD ?" in the Contents tab of html help.
How can I express "&" in the Contents tab of html help?

If you open the topic in a text editor, does the text used in the heading say GD&T ot GD&T? I would expect the latter to work.
