Snippets not displaying in .chm

I am using a snippet at the top of each of my topics as a header. When I preview my topic in Preview mode within Flare, it displays correctly. However, when I compile my project to create a .chm, the snippets do not display at all. Any help with this would be greatly appreciated. I am trying to get this project completed for development. Please Help!!!!

Is this Snippet desiged to be at the top of every topic? If so why not use a masterpage?
