Pulse using windows auth when SQL auth is specified in setup

I'm running into an issue where eventhough we're providing Pulse SQL authentication for the SQL database, it keeps trying to use the Windows credentials for the user attempting to configure it instead. This is causing Pulse to say it cannot read or write to the SQL database.

Has anyone else run into this?

Hosting Pulse on Windows Server 2012 R2, if that helps.
