Our developers are making a Web application. It contains code, forms, nav- and submit buttons, and embedded content (text, images, video). Different pieces of content need to appear at different times. I was thinking multiple topics, and having the code call the relevant topic at the appropriate time.

Based on your other post (viewtopic.php?f=4&t=26753), is the requirement to produce the "embedded content" separately in Flare, and then somehow have this dynamically placed in the application?
Because to be honest, you really need to speak to your developers first - show them how/what you can produce from Flare, and work out how feasible it would be to get this in the app.
For example, say you want to include some content for WidgetA in your app.
You could create a topic in Flare and insert the content in a marked container; e.g. use an ID such as <div id="widgetA">.
Then the application could dynamically load the HTML content from inside #widgetA.
