Help Topic Browser Window displaying behind Browser

I have a help window for a browser-based application that displays behind the browser when I click the help button. I am using Flare 2017 r2 to create HTML 5 help. The happens with the IE 11 browser. It doesn't happen with Chrome (these are the only two browsers recommended for the application).

I have searched both the forums and knowledge base for answers but have yet to find anything.

I have both my targets and skins set correctly. I have the add meta tags to content option checked:
<meta http-equiv="X-UA-Compatible" content="IE=edge" />

Any thoughts or things to try so that it displays in front of the browser?
