Can you have multiple Flare Tocs for a target?
Each long topic would have its own Flare TOC displayed in a tripane design.
Is this possible with Madcap Flare out of the box?

I'm not quite sure what you're asking.
You can select one TOC file in the target - that TOC is used for the 'Contents' pane in a Tripane skin, or the top menu in a Top Nav skin.
A Tripane skin can also have a 'browse sequence', which means you can have a secondary contents pane that displays a different TOC.
But, you also said "each long topic would have its own Flare TOC", which is something different.
A topic (or master page) can include a menu proxy (or multiple menu proxies), and a menu proxy can show any TOC file in your project.
So it can show a different TOC to the target if you want. A menu proxy can also show the full menu, or a context sensitive section of the menu around the selected topic (showing parent, sibling and child topics).
Menu proxies can also show heading levels within a topic (rather than a TOC).
