Repro steps:
1. Publish "prelive" and "draft" HTML5 tripane outputs to the test server using Flare 2017 (first release this year).
2. Upgrade to Flare 2017r3.
3. Publish same outputs to same server using Flare 2017r3.
ISSUE: Search spins forever.
4. On advice from MadCap Flare support, delete existing "prelive" and "draft" files on the test server in preparation for upload of latest builds.
5. Publish same outputs to same server using Flare 2017r3. Try six times (!)
ISSUE: Publish failed: Cannot open data connection. (code=425)
6. Manually upload outputs to server using Filezilla.
ISSUE: The "draft" output continues to display the "search spins forever" behavior, but the "prelive" output does not.
UPDATE: I did a "project reset" by deleting the Analyzer and Output folders and the Project/Users folder and retried. No change.
Any ideas?

Possible issue - Check your target on the Publishing tab and make sure the "Include server side ...." checkbox is clear.
