I don't know Flare or styling well enough to know if this is possible; my hope is that somehow you can generate a list of items tagged with a concept, and then turn that list into a responsive table.
I want to set up a series of responsive tables as landing pages to make navigation for our users a little simpler, but don't want the maintenance of having to manually adjust the tables for new content.
Happy to hear about anything that will accomplish something like this, as manually creating the links and grids each time feels a little daunting.

Have you looked in Flare's help? You can insert a concepts proxy.

It'll show a list of concepts (headings), and under each concept it'll show a list of links to topics with that concept.

Got it. Should be using the mini-TOC proxy. Should have read the manual first.

If you're working with help outputs, then look at the menu proxy rather than the mini-TOC.
