context-sensitive WebHelp for WebApp

Hi.
I am (very) new to Flare and right now I work on bringing the documentation up to date. While I can publish it to HTML5 and PDF (with occasional crashes/errors) ..in foreseeable future it will need to be integrated (contextually) with the platform itself.
What is the best course of action to pass it to developers to include proper tags/ urls in pages/ widgets/ dialog boxes?
(also: it needs to be compatible with IE9+)

MadCap has a whole guide around how to do context-sensitive help. You can find it here:
