I want to achieve the following:
1. Have hamburger icon display at the location of my choice - in the header or in the content area or maybe another place.
2. Collapse and display the side navigation pane on click on the hamburger icon. It should not collapse or display automatically except in the tabler/mobile medium.
One probable option is to use Zurb. But I want to see what native options can I use to achieve the above. I see several websites making the above happen on their web help portals using Flare.
Please share your advice. I have a very tight deadline to get the above done.

Interestigly, not a single response. Either this is impossible to do or a very simple question. I think it is later but only I don't know yet how.

If what you're trying to achieve were easy and "inside the Flare box," I think someone would have pointed you in that direction.
I think what you're after will require "outside the Flare box" customization, minimally CSS-driven but most likely script-driven. There's no "one size fits all" solution out there.
Regarding the positioning of the hamburger button, by default it is part of the header and Flare's UI allows for positioning it left or right. To move it into the content area or some other place is a customization. I've never been asked to do this kind of customization, so I personally can't help. Perhaps someone else has done this.
Regarding the hamburger button's opening / closing the side navigation menu... I wonder if you mean the slide-out menu. The purpose of the hamburger button is to open and close the slide-out menu when online output is viewed in tablet or mobile view.
Perhaps if you'd post the links to the Flare-generated web help portals you'd like to emulate, someone could offer some specific guidance, or at least point you in a direction.

Sorry, I don't have any other suggestion for you. I've never attempted what you're after, which is not only to move the hamburger button outside the header but also to have it control the behavior of the side navigation menu instead of the slide-out menu, which is what MadCap programmed it to do.
