Snippets not appearing in Clean HTML output

Is anyone else not seeing snippets appear in Clean HTML output? If I convert a snippet to text, the content appears fine. There is nothing in the snippet that would be prevented from displaying in Clean HTML.

I am investigating why a snippet is in the output of some topics in the same target but not others. Not sure if that is related. Stay tuned.
