Non-Javascript skin?

Is there a Flare HTML5 skin that doesn't use Javascript for the navigation menu - even one with just an indented HTML TOC?

All HTML5 targets require Javascript.

I think the only HTML based target that doesn't use Javascript is Clean XHTML.

Thanks - unfortunately using that doesn't render any kind of navigation sidebar.
