strange search bar behavior

The search bar in our HTML output normally looks like this:

However, when the user clicks to enter a search term, unwanted borders appear:

There seems to be no setting in the skin editor to control "Search Input" borders.
This is new and unwanted behavior. As far as we know, nobody made any modifications to any of the skins for this project recently.
What is happening here? Is this a MadCap bug?

The outline is the browser's default focus.

MadCap used to hide the focus until early 2019, but stopped doing that because it's bad for accessibility.
So what you see now is the browser's default for the focus.

I'll see what I can do with it to make it less ugly without limiting accessibility.
