Two different language menus for one project?

Hi there,

We currently have a language menu with four languages (English plus three languages for which we localize content).

We have a new business requirement to add localization for two additional languages, but for only some content in our project. This means some HTML topics will have a language menu with four languages and some HTML topics will have a language menu with six languages.

I confirmed with MadCap support that Flare doesn't support multiple language menus for a single HTML target. They suggested creating multiple targets and using runtime merge, but runtime merge doesn't support HTML top nav, which we have. (It also doesn't support side nav, which we have considered moving to.)

We are hoping to keep all content in the same Flare project for various reasons. Do we have any options besides moving the six-language content to a separate Flare project? Custom toolbar Javascript, custom CSS that hides some languages in the menu on page load, or some other custom solution?
