Remove stale files

I am trying to figure out how the "Remove stale files" feature works. In other words, does it actually remove stale files. I am publishing WebHelp. I renamed or deleted a bunch of files through Flare and then Re-build and Publish to the same directory. The new files get added correctly by the old ones are still there.

It seems to work ok for me, it does remove files that I've deleted and also files generated by Flare (search chunks, etc).

Could it be anything to do with where you are publishing the target, e.g. something like not having access rights to delete files? Does the publish log say anything that might give a clue?
