Would anyone out there in the MadCap world happen to know if MadCap Central's security meets HIPAA Compliance? I found this whitepaper: https://docs.madcapsoftware.com/central ... epaper.pdf but it doesn't go into great detail regarding this level of security.

I suspect you might have to ask that question directly to Madcap, and get them to respond in writing. If you contact the Sales team they will know who to ask and should be able to get back to you with a clear response.
