Mystery User Status

I've a small mystery I'm curious about.
In my Users page, there's a Status filter to apply to the displayed list: Paused.
There's no information as to what it means or does and I have no Paused users. (No search of the Central Help gets me any closer to understanding. Searching "user status" gets me the information about online/offline status! Searching "paused" gets me zilch!) Has anyone used it? Encountered it in the wild?
