Looking for suggestions for creating focus on small images

I have just begun a new position. One of my tasks is to figure out how to make a tiny image more user friendly. Currently, the screen shots are so small in some of the documents that they are usable. You can't see what's on the screen so what's the point? I've suggested that we create a focal point to show what's being shown in the context of the overall screen.

We've discussed using call outs, but apparently that's not a favorite of management. Therefore, I'm looking for some other design ideas. I know I could do a zoom-in area, I've also considered creating a gif... but just wondering if anyone out there has some really cool idea that might solve our problem. I am putting an image with the zoom-in effect on it so it hopefully clarifies what I'm asking.. I'm looking for new ideas for pointing out a specific area of the screen.
