TOC Overlap until refresh

I have a super frustrating issue with the HTML5 output Im hoping someone can help with.

When I publish our content, once it is live the TOC overlaps the content. If I refresh the screen, the content straightens up and no longer overlaps.
Does not do this in preview (show project), only live

Is happening in both Chrome and IE

(also cleared cache in case this was the issue)

Any ideas?
