Stop auto-inserting h1 tags in new topics

I created a new template for a topic that does not contain an h1 tag. However, whenever I use this template to create a new topic, Flare auto-inserts an h1 tag at the top of my topic, above the content that appears based on the template. How do I get it to stop doing this?

The following probably isn't the most helpful reply, but I'm wondering what use case there would be for this?
If you're creating a topic fragment, then perhaps it would be better to go straight to a snippet?
If you're planning varying heading levels (perhaps that topic gets an H1 but this one gets H3) then I wonder if maybe you aren't leveraging the power of the TOC to look after that for you?

I've been doing this for years and I've yet to want a topic that doesn't start with an H1
