I know we can see all the links in a current TOC, but is it possible to gather all the images used in a specific Target or TOC?
I can't go by Project since all my manuals are created under the same project.

You could generate a report for 'Used Images' under Project Organizer - Reports?

Will this report give me the images of the whole project, or can I pinpoint only images used in a specific Target or TOC.
As you can see, I've got many Targets, and in this case I only want a report of images used in the target: TC Operators ManualYou do not have the required permissions to view the files attached to this post.

I don't think there's any way to do what you want within Flare, because it doesn't know what's going to be in an output until you generate.
I'm not sure if the following would work ( I can't remember if images are affected by the setting), but it's easy to try.
Create a HTML5 target just for this purpose.
Select the TOC you want to check.
Make sure "Content to include" on the Advanced tab is set to "Content linked directly from the TOC'"
Generate and check the images that make it into the output using file explorer.
