Lost the ability to customized the toolbar?

I'm working on a WebHelp output in Flare 4, and I don't see a link in the Skin editor for the toolbar anymore. Reading the help suggests it should still be there, but I don't see it. Here's what I do see,

Any ideas?

You've got the target open there, not the skin.

Open the skin from the Skins folder, all the toolbar stuff is in there.
