Install/Uninstall expensive with Merge Module

If I already have 4.2 Viewer installed

Why is the MergeModule trying to Install It and Uninstall it when I run my installer.

It should see a newer version already exists and skip it.

I'm using InstallShield 2009 Hybrid (InstallShield Script/MSI) Project Type.

This is really painful in house on test machines constantly installing and uninstalling the viewer.
