Horizontal rule styling won't stick

[V7 Trial]

I can't get anything but 100% width in a horizontal rule, either with inline styling or via an hr class. The thickness and color are OK, but Flare is ignoring 100px, 300 px, 50%, etc. to display a 100% rule.
