I am having the same issue and as the day goes on Flare never opens ... I have submitted a bug report.
I have to reboot the PC to get Flare to even open most of the time.

I logged a bug report and received the following reply from MadCap Support. I tried their suggestion and haven't noticed any difference yet, but at least we got their attention...

One thing I would like you to try to speed its performance is Deleting "CatapulMdiEditor" folder
go to:
C drive
Users
Your User
Appdata (make sure hidden files and folders are turn on) Roaming Madcapsoftware Flare
The folder should be within the Flare directory, Delete the CatapulMdiEdito folder
then restart flare and try again

Thank you for posting this. Well, at least they are acknowledging that they know there is an issue.... hopefully it will be corrected soon.

I have submitted a bug report but I have not heard back from anyone.
I tried the "Deleting "CatapulMdiEditor" folder" ... however nothing improved.
From the task manager, flare.exe is taking up just over 140 K of memory. That is more than any other program running (normally) and it still doesn't have any GUI response.

I started Flare up today and had an update. After installing the update it seems like it opens much faster for me. The MadCap logo pops up right away for me now, and it doesn't take 20+ seconds to open all the way. This is all pretty exciting!
