Keeping TM in sync w/multiple users

Question 1:
How do you keep TM in sync when multiple users are working in the same projects?

Question 2:
My concern is that User 1 sends a job to a vendor for localization, gets it back, processes the localized files, makes a few changes to the localized deliverables. I assume that change needs to go back to the vendor in the form of a TMX export. Is that also what needs to happen for User 2 to have the updated TM when User 2 starts working in the same Lingo project?

Background:
My team is piloting Lingo, with two users/licenses on two computers. Both users are working with the same content. Both users are using Lingo projects stored on a network drive, so we're working out of the same Lingo projects.

From what I can tell, the default installation of Lingo set each user up w/a local SQL server to handle TM.
