I use the related topics help control and I thought even if the control contained the current/open page, upon output, that page would not show in the control dialog. For example, I have several topics that have the same related topics help control, and rather than opening each control individually and adding/removing the topic for which the control is on, I just copied the control to each topic. So now when you click the control on a topic, one of the topics listed is the topic you have currently open.
Am I crazy or has it always worked this way?

Nope, sorry - this is the way it works.
You have to edit out the current page each time.
(Which is one reason implementing Concepts is on my list-of-things-to-do)
