I have a lot of cross-references and hyperlinks in my help project. When I output to Word, the hyperlinks show up as links, but the cross-references do not.
Is this correct functionality?
I would love to have both the hyperlinks and the cross-references come through AND the hyperlinked files, keeping the links in tact. Is there some option that would let that happen?
I know when printing a published Help project, Adobe lets you print several levels down. I'm thinking of that.

Yes, the functionality is correct as you described it--cross references are NOT formatted as links in Word output. They work more like variables than links.
Have you considered using links and cross references together to cover everything? For example:

Are you saying that the topics to which the xrefs are pointing are not included in the Word output? Are they in the TOC your Word target is using? If they are not in the TOC, they will not be included in the Word output.
A TOC for Help output and a TOC for print output are not the same things, despite their both being called TOCs. For Help output, all topics in your project will be built into the Help output, regardless of whether or not those topics are in the TOC. (Of course, if you have conditioned any topics to be excluded from the Help, they will be excluded.) For print output, the TOC is akin to an outline. ONLY those topics that are in the TOC the target is connected to will be included in the print output. So if you have xrefs in some topics in your print output that are pointing to topics that aren't in the print output, those xrefs will be not be live; they'll be just text.
