Excluding topics from TOC, but including them in mini-TOC
I'm trying to create a customized mini-TOC that includes a list of specific topics. I do not want these topics to appear in the main TOC. Does anyone know of a way to exclude topics from the main TOC, but still include them in a mini-TOC?

No, setting mc-heading-level on a heading in a topic to 0 prevents it from appearing in the main TOC and mini-TOCs.
What you want to do depends on if you still want the topics to appear in the generated TOC or not. Say your TOC structure is like the following:
Applying an exclude condition on Topics C and D in the TOC will prevent them from appearing in the generated (online) TOC and in the mini-TOC, but the topics themselves will still be in the output because you didn't exclude the topic files. (If you're generating print output, then excluding them will prevent them from appearing in the print output, too, because print output is based on what's included in the TOC.)
If you want the topics to appear in the generated TOC but not the mini-TOC, then you can't use the mini-TOC feature unless you put the entries you don't want in a second level book and you set the mini-TOC on the first level book to go down only one level. If you want them all at the same level like the example above, and you want them all in the generated TOC but not the mini-TOC, then the only option is to not use the mini-TOC and simply insert a series of cross-references in the topic that point to the topics you do want included. I actually had to do that myself, but that was because I was switching page layouts between the topic containing the mini-TOC proxy and the topics it was pointing to, which Flare didn't like.

Yes Lisa is correct.
It's too bad Flare doesn't allow more more control over what's in your TOCs. Looks like I'll be adding a bunch of cross references.
