Cannot expand/open TOC without opening attached topic

Hi,
How do we change our WebHelp TOC to not open the attached topic when the user just wants to expand/open the TOC to see what is there? I am bad at explaining this so have attached an image as an example. If the user is in the home topic and wants to see what is under the Navigation TOC book, expanding the Navigation book, also opens the linked Navigation topic, which the user might not want, they might want to stay on the home topic.

Unfortunately you can't do this in WebHelp.

If the 'book' item in the TOC is linked to a topic, then it will display that topic when you click it.

The WebHelp TOC isn't like other help systems such as HTML Help, where you have a separate +/- icon to open/close items in the TOC without displaying them.

Is this still true as of Flare v6.1? I would like to traverse the TOC without firing off open book and close book events. Also, is it possible to configure the TOC to support the up/down arrows for vertical movement and the left/right arrows for opening/closing books?

Yes, it's not changed.
I'm not aware of any way to configure keyboard support.

If you don't link the book to a topic then it'll behave the way you want -- clicking the book expands its view but the content in the main topic pane doesn't change until a topic is clicked.
