The program that I am documenting has 10 main Topics, for example. If I am working in the program on Topic 2, for example, and click the main Help button, I want it to open on information about Topic 2. At the same time, I also want to be able to access the information on the other 9 Topics if I need to.
The Help button is on the program header, not on any part of the individual Topics. Because of this would CSH be appropriate? If so, how can it be done?
The output is to Web Help.

Code can be written to detect the context and make the applicable call when the Help button is clicked. CSH works fine in this case if it is implemented correctly. Since the entire help is loaded users can navigate to the other topics using the ToC.

Context senstive help calls would be the best way to go, Flare's help file has great information on this
