I thought I understood this, but maybe I don't. If you want to create a separate WebHelp output from within the same project, the second project containing some but not all of the topics, is conditions the only option? For some reason, I thought that you could create two TOCs and this would define which topics belonged in each output. But I'm obv wrong. Do I need to use conditions to do this or just create a new project and use global project linking to share the common files?

defining the topics to use in each project only in the TOC is fine for print output (if you choose the option to match the TOC). conditions are good for online output so you don't include the wrong topics. if you don't exclude them with conditions, all topics will come up in a search, even if they're not in the TOC. conditions are your friend.

there is an option in the target editor on the advanced tab - Use TOC depth for heading levels.

i think the generated toc will match your actual toc by default.

In a print target, only topics in the TOC are included; there isn't any setting that effects this behaviour.
The use toc depth setting is modifies the heading levels in the output topics.
