I have a PDF target and a Word target for the same content. I have poured over the properties of each fltar file to match as many properties as possible (all the common ones I can figure out). My intention is for the two outputs to look as identical as possible. However, in several ways, they do not:
* the Word TOC has h3 TOC entries which the PDF omits
* "float" images align nicely in Word but overlap in PDF
* minitoc proxies render entries in Word but no entries in PDF
* several other minor annoyances I can live with
It's the minitoc proxies that really have me stumped. My MadCap|miniTOCProxy CSS entry has an mc-auto-number-format value = '{b}Contents of this section:{/b}' which does NOT display in the Word output but does display in the PDF output. So, for minitocs, Word and PDF each get it half right but neither gets it all right.

Can you just make a PDF out of the Word document? Then they'd look the same.
