conditions not working

I set some conditions, and they are definitely not working. Any tips what I could be doing wrong, if that's the cause, would be greatly appreciated.

I select text in a topic - paragraphs, lists - using the formatting bars so I'm sure I have the whole thing.
I select Format > Conditions and set to PrintOnly OR ScreenOnly
In the print Target, I include PrintOnly and exclude ScreenOnly
In the webhelp Target, I include ScreenOnly and exclude PrintOnly

Both sections publish in both outputs.

Clearly, this is not too useful. Is there more to it? Can't imagine what, but again any tips appreciated & will file support case but just not use conditions in the meantime.

I had this issue too, at first. Instead of specifying which tags to include and exclude, specify only the tags to exclude. That seems to work for me.

"Include" overrides "exclude" -- anything set to include will ALWAYS appear, no matter what other conditions it may have.

Basically, conditions work like this: All files / content are included by default. Unless you exclude them, you will see them in your target. The only reason you would use include is if the content has been excluded using another tag, and you want to make sure that some part of it is included in some target, so you use include to override the exclude.

This is a very common misunderstanding to those new to Flare. Common enough to indicate Flare's UI is failing users in this regard.
