Cross-references between projects

Is it possible to add a cross reference between projects. I can add a hyperlink but that won't add a page number when the target is a .PDF.

In particular I have a global set of topics that document a control language. Because the programming language is common to three software products, the topics are used in three projects that support each of the software titles.

i don't think that is possible because a document becomes static/unchanging once you PDF it. any cross-references to another PDF will not update automatically.
