DITA import/Webhelp build failing

I'm using Flare 6.1.0. I am importing a ditamap for Webhelp output. The DITA Webhelp build fails the first time I try to run it. Log output below. I checked after the failure and the file that it says it cannot access (...\pg\images\system1a.jpg) is there in that folder.

    Aborted.
After this failure, when I do nothing except run the Webhelp build again, the build works fine. If I do not change any of the DITA files, so there is no need to import them again, the build works every time.

I have tried removing the DITA file that contains the graphic it is complaining about, but then it fails on some other graphic file.

Is there a fix for this?

I opened a Flare support ticket on this, and after a bit of research, support told me that this is a Flare bug. The submitted bug report number is 43050.
