Question is: How can I control the dir where index.htm goes?

Background:

I specify in the Target spec:

Q:\scratchdir\Tabbed
but index.htm is located here:

"Q:\scratchdir\Tabbed\Output\WebHelp FedEx\"


How can I control the dir where index.htm goes?
